In a groundbreaking move to honor the crucial role played by caregivers from abroad in Canadian families, the Minister of Immigration, Refugees, and Citizenship, Marc Miller, has unveiled enhanced caregiver pilot programs set to revolutionize the home care sector as we know it.
Soon to replace the Home Child Care Provider Pilot and the Home Support Worker Pilot, these new initiatives guarantee permanent residence (PR) for caregivers upon their arrival in Canada. Additionally, caregivers will now have the flexibility to work for organizations that offer temporary or part-time care to individuals in need of support, creating a more accessible and streamlined pathway to PR status.
In response to the vital contributions of caregivers, the criteria for eligibility in these new pilot programs have been carefully crafted to ensure that candidates are equipped with the necessary skills and dedication to meet the diverse home care needs of Canadians.

This significant development aligns with Canada’s commitment to welcoming over 15,000 caregivers as permanent residents under the 2024–2026 Immigration Levels Plan. Since the inception of the Home Child Care Provider Pilot and the Home Support Worker Pilot in 2019, nearly 5,700 caregivers and their families have already obtained permanent residence, signaling a new era of support and recognition for these essential workers.
The upcoming launch of the new caregiver pilot programs promises to further elevate the standard of care provided to Canadian families while offering overseas caregivers a stable and fulfilling career pathway in the home care sector.
