New Pathway to Canada: Enhanced Caregiver Pilots Offer Permanent Residency upon Arrival
Toronto, June 3, 2024 – In a groundbreaking move to honor the invaluable contribution of caregivers to Canadian families, the Honourable Marc Miller, Minister of Immigration, Refugees, and Citizenship, has unveiled new and enhanced caregiver pilot programs. These programs aim to streamline the process for caregivers coming to Canada, providing them with an immediate pathway to permanent residency upon arrival.
As the Home Child Care Provider Pilot and Home Support Worker Pilot near their completion this month, the new pilot programs will offer caregivers the opportunity to work for organizations providing temporary or part-time care for semi-independent individuals or those recovering from injury or illness. This initiative aims to ensure caregivers can secure meaningful employment with reputable employers while having a clear and direct route to obtaining permanent resident status.
Applicants interested in working in Canada’s home care sector under these new pilot programs must meet specific criteria that will be outlined in detail before the official launch. The ultimate goal is to meet the evolving home care needs of Canada’s diverse population while recognizing the critical role caregivers play in supporting families.
Minister Miller emphasized, “Caregivers play a critical role in supporting Canadian families, and our programs need to reflect their invaluable contributions. As we work to implement a permanent caregivers program, these two new pilots will not only improve support for caregivers but also provide families with the quality care they deserve.”

The new caregiver pathways aim to honor the generations of men and women who have selflessly cared for families in Canada.
As part of the 2024–2026 Immigration Levels Plan, Canada has committed to admitting over 15,000 caregivers as permanent residents, with nearly 5,700 caregivers and their families already granted permanent residency since the inception of the Home Child Care Provider Pilot and Home Support Worker Pilot in 2019.
