Canada announces new pilot programs to support caregivers and Canadian families, intends to make the caregivers program permanent

June 3, 2024—Toronto—Canada is celebrating the invaluable contribution of caregivers from abroad to Canadian families by launching new, enhanced caregiver pilot programs. The Honourable Marc Miller, Minister of Immigration, Refugees, and Citizenship, has announced the introduction of PR-On-Arrival pilot programs for home care workers, ensuring a smoother pathway to permanent residency in Canada.
These new pilot programs aim to cater to the evolving home care needs of Canada’s diverse population by providing caregivers with immediate permanent residence status upon arrival. Caregivers will also have the opportunity to work for organizations that offer temporary or part-time care to individuals who are semi-independent or recovering from injuries or illnesses.
Minister Marc Miller emphasized the importance of acknowledging the critical role caregivers play in supporting Canadian families, stating, “Our programs need to reflect their invaluable contributions.” The new pilots not only aim to enhance support for caregivers but also guarantee families access to high-quality care services.
Speaking on the initiative, the Honourable Rechie Valdez, Minister of Small Business, expressed pride in creating policies that support the caregiver community, highlighting the need to recognize and reciprocate the care provided by generations of caregivers in Canada.
With fewer than 1% of caregivers remaining from the Live-in Caregiver Program inventory in 2014, Canada is committed to admitting over 15,000 caregivers as permanent residents under the 2024–2026 Immigration Levels Plan. Since the launch of the Home Child Care Provider Pilot and the Home Support Worker Pilot in 2019, nearly 5,700 caregivers and their families have already received permanent residency status.
As Canada continues to champion the rights and recognition of caregivers, more information on the eligibility criteria and application process for the PR-On-Arrival pilot programs will be released before their full launch. These programs signify a positive step toward creating a supportive environment for caregivers in Canada while ensuring families receive the care they deserve.
