Canada announces new pilot programs to support caregivers and Canadian families, intends to make the caregivers program permanent

Title: Canada Introduces Groundbreaking Pilot Programs to Support Caregivers
In a move to honor and recognize the invaluable contributions of caregivers to Canadian families, the landscape of caregiving in Canada is set to undergo a significant transformation. The Home Child Care Provider Pilot and the Home Support Worker Pilot are being revamped, as announced by the Honourable Marc Miller, Minister of Immigration, Refugees, and Citizenship.
With the previous pilot programs coming to a close, the introduction of new and enhanced caregiver pilots aims to provide even greater support and opportunities for caregivers from abroad. These new pathways will grant home care workers permanent residence upon arrival in Canada and allow them to work with organizations that offer temporary or part-time care for individuals in need.
The innovative approach will streamline the process for caregivers, making it easier for them to secure quality employment with reliable employers and gain access to permanent resident status as soon as they step foot in Canada.
The eligibility criteria for candidates interested in working in Canada’s home care sector under these new PR on arrival pilot programs will ensure a robust selection process to meet the evolving needs of the diverse Canadian population.
Minister Marc Miller expressed, “Caregivers play a critical role in supporting Canadian families, and our programs need to reflect their invaluable contributions. As we work to implement a permanent caregivers program, these two new pilots will not only improve support for caregivers but also provide families with the quality care they deserve.”
The Minister of Small Business, the Honourable Rechie Valdez, added, “After hearing stories and feedback from caregivers across Canada, I am proud that we are taking concrete action to create policies to support the caregiver community. Generations of women and men have advocated for this important pathway and have cared for our families and loved ones here in Canada. Now is the time to return the care they deserve.”
The move comes as an essential step forward in Canada’s commitment to admitting over 15,000 caregivers as permanent residents, as outlined in the 2024–2026 Immigration Levels Plan. With the success of the Home Child Care Provider Pilot and the Home Support Worker Pilot, nearly 5,700 caregivers and their families have already become permanent residents of Canada since 2019.
The forthcoming launch of the pilots will provide further details on eligibility criteria and the application process, ensuring that caregivers have the necessary support to continue their vital work in Canadian homes.
